RPM of extension version 1.0b4 for is available in remi repository for fedora ≤ 14.
This version is localized for 36 locales (while fedora build is not).

RPM of the new version of messaging client is available in remi for fedora ≤ 14 (backport of F-14 version).
Unlike the fedora version, the RPM of provides 35 locales, so probably with your lang.

Warning : this new version of lightning will only work with thunderbird 3.1.

Starting with 26 release, I have get locales back. This new build is installed in the thunderbird extensions folder, thus solves (workaround) Bug #608511.
